Brief on Bill 69 for an energy transition serving SMEs

The purpose of this brief is to contribute to the discussion on Bill 69 (PL 69), which aims to modernize Quebec's energy laws.
We welcome the proposal to establish a new governance structure for Quebec's energy resources, which aims to adapt the energy sector's regulatory framework with a view to achieving the government's energy transition and economic decarbonization objectives. We believe it is crucial that this new governance prioritize the social acceptability of all aspects of energy management, both in terms of supply developments and energy use.
The eight recommendations developed by Québec Net Positif in this brief aim to promote consistency in energy management in order to create a climate conducive to the transition of SMEs, accelerate their alignment with plausible transition trajectories, realize the benefits, and seize the business opportunities inherent in a low-carbon economy.
