Summary report 

This report presents the findings of the Low-carbon SMEs initiative, conducted by QNP in collaboration with CCG. It takes stock of one year's mobilization of over 300 organizations, nearly half of them SMEs, around the challenges of climate transition. The analysis highlights the persistent obstacles to climate action, as well as the levers of commitment and concrete benefits for Committed SMEs. The report also introduces an innovative tool: the Strategic Climate Action Diagnostic, adapted to the reality of Quebec companies.

Key findings

Persistent barriers to transition

The report highlights that the main barriers to the adoption of eco-responsible practices by Quebec businesses—lack of time, financial resources, labor, and knowledge—have remained unchanged for more than a decade. The COVID-19 pandemic has exacerbated these obstacles, particularly for SMEs, limiting their ability to integrate climate action into their business strategy.

Committed SMEs: tangible gains

Despite these challenges, several SMEs are demonstrating that it is possible to benefit from the transition. Those that integrate climate action into their operations enjoy a stronger competitive position, better access to financing, increased attractiveness to talent, and greater resilience to climate and economic disruptions.

Growing adoption momentum

The analysis reveals that commitment to sustainable development now extends beyond the circle of pioneers. The movement is spreading to a growing number of so-called “pragmatic” companies, which now see climate action not as a cost, but as a strategic lever for the future.

A low-carbon trajectory is becoming essential

In the context of climate emergency and supply chain disruptions, it is now vital for SMEs to quickly position themselves on a path compatible with a low-carbon economy. The ACT approach – Assessing low Carbon Transition® – is presented as an international benchmark to guide this process.

A tool tailored to SMEs: the Strategic Climate Action Diagnosis

To facilitate action, the report presents a new tool, the Strategic Climate Action Diagnosis. Developed using the ACT Pas-à-pas® methodology, it offers a simple and accessible qualitative assessment specifically tailored to the reality of Quebec SMEs.

A collective transition based on collaboration

Finally, the success of the transition depends on the coordinated mobilization of the entire business ecosystem. The report highlights the urgent need for major contractors and investors to share their expertise with SMEs and develop concrete support mechanisms in order to build more sustainable, inclusive, and efficient value chains.
